Default Formatting non-Windows recognised drive

I'm running Windows 7, I have another SATA hard drive attached to my PC. That drive is currently formatted ext3. Is it possible to format it FAT32 under Windows even though the drive is not shown in Windows Explorer but it is detected in Device Manager.

Followup: Culexor was able to provide me with the answer on IRC. Thanks!!!

What I was looking for was Disk Management which is located in the Control Panel.

The funny thing is that Gparted refused to boot on my system. Kept getting a kernel panic.
