Angry Folders with Denied Access.

I have some folder which access is denied.
I have watched these sites:

How to take ownership of a file or a folder in Windows XP

And I learned this:
You have to click Properties>>Security tab>>Owner tab.
BUT THERE IS NO SECURITY TAB!
And I have found then that I should turn off "Use simple file sharing (recommend)" in folder options
BUT THEN AGAIN, THERE IS NO "Use simple file sharing (recommend)" UNDER FOLDER OPTIONS!
Then I found out that I can go to secure mode and do the stuff there. To enter secure mode, you have to rapidly press F8 while start up.
AND AGIAN, THERE IS NO SECURE MODE ON THIS COMPUTER!
The only thing that is shown on start up is modifying BIOS on F9, and something ,I can't remember what, on F8.

Please, how can I get the folder to be accessable

Additional info
OS: Windows XP
Computer: Compaq Mini 110c-1100 Laptop

Where is the folder located at on your hard drive? For example, C:\Documents and Settings\"Folder which you are trying to access".

Its located here: "C:\zwarning\IGRICE"
The folder "IGRICE" is blocked.

Right click the folder 'zwarning' and see if you have the security tab there.

I have "Sharing and Security", but thats just "Sharing" in folders properties.

Okay, sounds like that folder is locked because a program is running. What I would recommend is booting the computer into safe mode to see if you can get into that folder. Once you see the HP logo on startup, press F8 repeatedly until you get a black screen with the options to boot to safe mode. Every computer has this, so you should be able to load into safe mode and access the folder. If you can't get the options to come up, reboot, and try again.

Startup Windows normally
Press Windows Key + R
Type CMD and press enter
Type "CD\" and press enter
Type "cd zwarning" and press enter
Type "xcacls IGRICE /G administrator:F /Y" and press enter

The prompt says:
'xcacls' is not recognized as an internal or external command,
operable program or batch file.

I thought it was 2000 and later... I know for a fact that it works on 7 and Server 2003/8

Edit: You may be able to get the xcacls utility here. Although at this point I'm not sure how it works with XP...
