Default Explorer.exe Crashes Randomly

Hello! Long time, no see!

I have been having this problem with Windows 7. 60% of the time when I try to right click anywhere, empty the recycle bin, close any window, delete a file, press the start button, or type something into the start button search box, explorer.exe crashes and restarts multiple times.

I am running Windows 7 Ultimate x64. Any help would absolutely be appreciated!!!

Edit: I have reformatted over 4 times. Do not tell me to format. THIS DOES NOT WORK!!!

Do have a downloaded version or the retail DVD? If you downloaded W7, the explorer.exe file may well be corrupted.
Maybe a problem with the memory?

Retail DVD.

I know for a fact it is not the memory. This was happening on my last build and now it is happening on my current build.
