Disabling Tools>Options in MS Office Programs

Hi my name is Cody. I work at a local public library doing a youth apprenticeship in IT. I am wondering if there's a way to disable the the Tools>Options dialog box from anybody using it. I want it so someone can't just come in and change the Macro settings and access the hard drive (I have these compuiters very locked down for the most part. They will only run Adobe Acrobat, MS Office, and the public web browser (the web browser we let the patrons use)). I want to eliminate the threat of Macros (they will be disabled) and people who want to use them to gain access to the hard drive. Is there a way through hacking the registry or system policies that this is possible? I've been messing around with system policies for a while and it will let me disable individual components of the Options dialog box but won't let me completely disable the box itself. Thanks for the help.
