Exclamation A couple of problems with my new build

I built a new computer there on the 13/3/2010
AMD Phenom II X4 965
Gigabyte GA-MA790XT-UD4P
Corsair Platimum series 4GB DDR3 RAM
XFX ATI Radeon 4890 1GB GDDR5
Samsung HD103SJ 1TB - Windows 7 Ultimate
Seagate Hard drive (IDE) 80GB - Windows XP Home 32Bit
Antec nine hundred two case

READ CAREFULLY (Dont pick anything up wrong )

Sometimes whenever I start my computer by default it will start the windows 7 drive which it does, and I get to the part where it says "starting windows" and then I wait for the RGBY (red, green, blue and yellow) but sometimes it never appears which means after one minute of waiting i press the reset button and let it boot again and then it usually boots ok then.

Can someone tell me whats wrong and how to solve this problem please...thank you
Just so as you know my BIOS is up-to-date

This happens to me when I have my flash drive or my USB external plugged in. Try unplugging it and then starting up.

I would guess that it could wither be the memory, or a underpowered/failing power supply.
