Unhappy Consistency in discs?

Once in a while, when starting-up my Acer PC, I get a scary message advising me that one of my discs needs to be checked for consistency. Is this normal? What does it mean? It's very time-consuming as I must wait for the check to be completed. Is there anyway to override this or is it necessary?

Try doing this Chkdsk.exe or Autochk.exe starts when you try to shut down or restart your computer
