Default Boot loader question.

I understand the basics of boot loading, but one question I have is: When you boot from a CD, instead of your HDD, is it still the boot loader that loads the data from the CD? I know the bootloader is what loads your OS. Any help please thanks.

Essentially yes, but if I remember correctly, it's the job of the bootstrap and not the loader that loads your OS.
