Win 95 or 98 would work on it, & be quite capable of internet.
It would be slow compared to what is now available.

My step-father-in-law had a computer running Windows 98 and it was soooo slow on the net he literaly clicked on a page and went in the kitchen and fixed a cup of coffee while it loaded. After he saw the speed of my laptop on his internet he asked me to help him pick out a new PC. 3 years later(today) he has 1 dell netbook 10.1 in, 1 dell laptop(he bought off a guy at work 15 in, and a eMachine desktop what I chose for him with his price range though he did upgrade to a 19 in flat monitor.
And he is a very patient man in his late 50s but showing him hulu and the fact win 98 can't stream videos over the net he wanted new toys.
The old computer is now in a storage building, he don't throw stuff away he thinks he might need parts one day.

If you want to run Windows 8 on your PC, here's what it takes:

1 gigahertz (GHz) or faster 32-bit (x86) or 64-bit (x64) processor

1 gigabyte (GB) RAM (32-bit) or 2 GB RAM (64-bit)

16 GB available hard disk space (32-bit) or 20 GB (64-bit)

DirectX 9 graphics device with WDDM 1.0 or higher driver

So I recommend upgrading your megahertz to at least 1 ghz.

32 bit: 1 gigabyte ram

64 bit: 2 gigabyte ram

Your 20 hdd will work.

Hope it helps

Try peppermint linux for the old dinosaur. hxxp://peppermintos.com/
Excellent lightweight yet completely functional OTB OS that runs great on older hardware.
