Default balanced performance( recommended)vs high performance

MY pc has started to run slowly these days i have checked the power options and the pc is set up to run at balanced performance(recommended) but there are other options like energy saving and high performance. Is it safe to run it on high performance without any problems? I am running Win 7 on a single core pc

I run on high performance. I believe it just sets processing power to the task that's on top or being used at that point.
