When I start the chart, there's an option to "Combine Ranges" and by default it's set to horizontal. If I change that to vertical, it seems to be what you are looking for?

I appreciate all the help, but i can't get it to work.
I have made a workaround by copying the data to sheet 2. In sheet 2 it's all lined up.
When i change the data for each year it also changes the data on sheet 2. So it works perfectly. But it just sucks that i have to do this... or at least that it isn't easy enough to do. Google really should fix this.

Keep in mind, Google is designed to be a "watered-down" version of Excel. I don't for see them changing it any time soon.
