I work in a uni that hangs off of the Bristol connection, with three T3 lines connecting (and protecting) my connection, and a BT exchange connection (they are connected in a triangle to ensure reliability...
So Bristol has a 10Gbit/s connection. and I'm connecting to that, and a simillar BT exchange with two 30,000Kbit/s connections...
One of my new years resolutions was to maybe get a new job, if i do, I'm going to really miss those connection speeds...
it also works fine at home, where I have a regular broadband connection.
It could be to do with being connected at different times of the day.
you could always check how fast your connection is...

1st 128K took 47 ms = 2788766 Bytes/sec = approx 23203 kbits/sec
2nd 128K took 16 ms = 8192000 Bytes/sec = approx 68157 kbits/sec
3rd 128K took 16 ms = 8192000 Bytes/sec = approx 68157 kbits/sec
4th 128K took 0 ms = Infinity Bytes/sec = approx Infinity kbits/sec
