How can a poor piping network cause that sort of hole in a tropical storm?

Unstable limestone formations, which wash out during severe rain simply because the ground can't handle all the moisture. That's basically how a sinkhole happens in a nutshell. Poor piping had very little, if anything, to do with this. The area is filled with a lot of caverns filled with limestone. Look up Karst Formations.

Maybe someone must've divided by zero

EDIT: I realize this isn't a laughing matter. I just find it awkward that there is a giant hole that had appeared.

It`s just a pot-hole. At 197 feet, I `aint Base jumping that, too shallow.
If ya lucky it would be a crack and thump, if not just a very dull thud.
