What does this message mean?

It's been solved finally. EBay sent me a confirming email and said they were "sorry" for charging me $39.04 for their service. I pay nothing and the stupid member that was causing all this trouble is still out there, but I choose to ignore him now. This is the first time something like this ever happened to me.

Now, I just have to go through the painful process of relisting the darn XBox 360. I hate it.
