Isn't there a time when you have a restriction on when you can ride and stuff?

I think it varies by state. But once you have a license in one state you can drive in them all.

The only restriction I can think of are with a learner's permit. With a learner's permit you may not ride at night, carry passengers, or ride on the freeway.

that's it. Then you take the test and get the full motor cycle license.

The first vehicle that I owned was a motorcycle. I recommend that you get something with full sized wheels for better traction and safety at higher speeds.

I remember riding a Vespa about 25 years ago, the thing was fast, 75 mph in the blink of an eye, but those small wheels scared the hell out of me at those speeds.
