Maybe they have a group of different weights together Like 11.20 - 20 pounds = $$$

Or maybe a flat rate box like the USPS., Might also be a discounted price for sending a lot of packages, Or could be a scam where they make the label from home and lied about the weight to save on shipping hoping that they don't weigh it to make sure that its the correct weight...
