There are probably a lot of movies that say that have that tag line, but i googled searched and found the movie 'Big Momma's House', here's the quote

Big Momma: You two? In my bed? Oh, hell no!
Ben: Hattie Mae, I can explain.
Big Momma: Explain it to the fattier end of my baseball bat.

hope this helps

Will Smith says it in 'I, Robot' when the robots attack him in his car.

Depending on your interpretation of what is or isnt racist, that will determine the reaction that this next comment will recieve:

"Oh, hell no!" is just something (mainly) black people say. I dont think it originated from any particular movie, or it would be copyrighted, meaning every single time it appeared in any commercial entertainment, the creator would get payed.
