Default pm time?

you guys say you cant send a pm after 25 seconds per pm and i have wait 4 minuets and when i try and send to someone it says again you have to wait 25 seconds to send this pm and i have already wait 4 minuets!!!!!!! i even count for 25 seconds and nothing can you guys fix this time?

i get the same thing...i never counted...i just had to wait for a while ( i went and watched a movie lol) but yea i have noticed it too
