It's ok to edit within limits.
don't know exactly what the limits are. But multiple layers are definitely too much.

color tweaks and light tweaks is allowed.

not sure that would be fair as most ppl havnt got a clue how to edit photos? I havnt lol

I think it's fine when the tweaks are just simple brightness / contrast adjustments and so on - which are pretty much just simple post-processing steps you'd do by default if you were shooting in RAW anyway. Combining multiple layers and the like I think is taking it too far.
