Dammit, I got it. It's MINUS 22 there. Now I know what's going on. It's too cold to put the phone out in the streets. Since it's going through Amazon he doesn't have my email (at least I don't think he does).

I looked up the area code and found it's around Detroit. Looked up the weather forecast there and it's warming up the following week so it'll be safe to send it. They did had some nasty weather. I'm glad he didn't send it then.
 
It affects the battery. It's no problem with people using it in the cold because their body heat will keep it safe.

In the cargo area of the delivery truck it'll freeze.
 
Lithium are designed to work on low temps. My outdoor part of the weather station uses lithium battery's so it will continue to work in cold or even extreme cold. What are they talking about??
