The power to tax was given to congress in the 1st article of the United States constitution and was amended by the 16th amendment for income tax to NOT be based on the states population in order to create a uniform system throughout the country... If there was not a law people wouldn't be going to jail for TAX EVASION....... There is definitely a law about it Borat...

because if it costs 20 cents to mail a letter to tell someone they owe you 5 cents then it is a waste of money and the state is actually down 15cents , which might not sound like a lot but as someone said earlier times that by the number of people that letters like this are sent to and you have an awful lot of money lost
