there was one game which fits your describtion. Can't remember the name though, machine something.. or something like that. It's a pretty old game, must be at least 10 years old.
So don't expect great graphics, and good luck trying to find it from somewhere. But it's a pretty average rts where you build robots etc to attack the other guy, and then you can jump into any of your robots and control them fps style.

I wish they would make a warcraft 4 , where you could play first person as any warrior you spawned, and there was more attributes and abilities with a much faster pace
