Yes Samurize is an excellent tool, plenty of neat scripts as well.

Here's another one, Konfabulator this is available for both Windows and the Mac. This one is not free like Samurize.

well I just tried samurize, and I have to agree... great piece of work there! definitly my new computer toy to play around with for a while
for my first creation I made a simple sidebar and redid my theme... I may post a screenshot in the gallery.
