Halo 3 and my thoughts (this may surprise you, coming from me.)

thats impossible to change, because the data is already written to the disk and they cant change that.

They did it in Halo 2 (with different weapons), there's no reason for them not to do it in Halo 3.

Already done with Halo 2. They pumped up the melee damage. MS can make a game by design to search for alternate files to load on the hard drive in a specific spot, rather than only files on the disc.
(I have modded xbox 1s and have seen where the files are, so I know what i'm talking about.)
