Wow I didn't know it was that much, that's ridiculous, they say they "don't know" where the big spends in government, but just as one example...
When I was in the ATC (Air Training Corps), they told us that if we broke a broom in the dormitories, then to let the staff know quickly so they could replace it (as it would cost like £2 to replace), if we didn't, the maintenance company would notice it, and they'd charge something ridiculous like £50 for a single broom.
Also, a cadet broke a light bulb, and that would've cost something like £70 to replace (maintenance company charges...)
