Grab hold of some free hosting, there loads of packages out there who'll give you like5gb of storage and a lump of bandwidth in exchange for a few posts to their sites forum or a single line text advert. Then get phpBB v3 and a nice theme. phpBB is the best free alternative to vBulletin available and it's constantly being improved.

That's my best general suggestions
Hope to be able to answer more specific requests too.

Forums are very hard to start from scratch. A good way to do it is if you have some friends that can post to help you get it off the ground

What sort of a forum are you considering? Computers? Gaming?
