um not much of a difference, but the bottom one is gonna have more bass because of the Hz range is lower then the other one. So it'll pick up more bass than the other one. are u gonna have a sub included with this?

These are two very different types of systems. The Control 28 is a commercial audio speaker for something like music in stores, etc. The Control 28-T60 is a high voltage speaker designed for long distances between the amp and speaker, for example playing music in an outdoor garden. Would the difference warrant the purchase of the Control 28T-60, assuming I had the correct setup?
