Cheap internet on the South side of Chicago?

My sister got an apartment just off the University of Chicago campus. She needs internet. SBC wants $20 a month. I think that is expensive for basic DSL, because last time I looked it was $15 or so for the basic.

Is there any provider you guys would recommend, or should she go with the SBC?
