Thats a chunk of Verizon's TOS here is a link http://www2.verizon.net/policies/tos.asp

only report him once per spamming, otherwise they might get pissed from multiple e-mails from the same IP. and if they don't block him from cf's ip, or disconnect his internet, threaten lawsuit, as they are allowing a violation of their TOS, which if correct is a Federal Offense.
