Why? Keeping the account means we still have their IP, email and username on record.

When a new trouble maker appears we check his IP against any previous accounts enableing us to find who he realy is.

They cannot use the same email again to register and this also provides another form of searching.

Deleteing the account would free up the username for spammers to reuse (cf_sucks) etc
