as david said there will be consequenses for those people who neg rep out of spite...
so, if youre thinking of negative repping out of spite,
don't.
if you suspect that peope have negative repped you out of spite, then inform someone in a quiet way so that it can be investigated...
throwing wild accusations around doesn't help anyone.

People need to leave previous neg rep in the past. IT IS TO DISCOURAGE PEOPLE DOING IT IN THE FUTURE.
