Default Timezone Issues

Has anyone had issues with timezone settings, I've had to change mine a lot today..

Well this morning I when check it was an hour ahead then it went back and forth. Like now for instance it is currently 6.54PM GMT +10 but according to the forum it is 5.54PM, Screenshot by Lightshot
