Well I just got 14 from a moderator, so I think it varies, maybe by post count, or by the "repper's" reputation level. Who knows?

When new members give you positive feedback, it adds 0 points to your tally. I think this is a bad thing as helping a new member and welcoming to the forum is a very important thing to do. It shouldn't be worth 0 points.

It's because they have no reputation. It's done so people don't create new accounts just to raise their rep.

You had a valid point, but there are always dicks out there who purposely make new accounts so they can spam negative rep points out to people. This is just to balance that out.
