lol. im quite tempted to use my forum as a "personal playground". where we can just post how we feel, ask for advice, etc. would keep some crap off here, and would just be a great advice hotspot

I think a permanent ban should be as it is supposed to be, permanent. The user has been banned from the forum for a good reason and should not be let off the hook for his actions. Rules are rules and you have to enforce them in a forum otherwise things get out of hand and people just do as they please.
