Trouble logging into my FTP Server

I set up a ftp server today, the username and password box pops up but it does not except the user and pass I put in under allow anonymous connections, my login info for the computer, or when I untick the allow anonymous connections and hit enter. How can I change the server login information or what username and password should I be using. I am using IIS through win xp. Thanks in advance

Tried that it connects to the server but says login failed when asking for the username and pass if I do not use the user command it does nothing lets me open the session but cannot see the files i put on the server. The service is also running

I decided to download Cerberus ftp server it is now somewhat working
When connecting through a browser i get an error
425 Unable to open the data connection
