I know that terminal service CALs are a per seat license, either per-user or per-device. However, I need to know if that applies to simultaneous users or if a CAL is used because a user has logged in in the past. For instance, if i have 50 CALs and 20 users have used the remote access in the past does that mean that I only have 30 CALs left or 50 because they are not currently using terminal services?

these licenses are for concurrent connections.
i.e you have 30 licences, 60 people can use the software/connections etc, just not all at the same time.
