yes, you can use tools such as dreamweaver, frontpage, visual studio, even notepad.
you can even do a layout in word and press save as HTML. -though I don't recommend this.
a web page is just a text file that describes to a browser how it should display stuff.

To try to keep things seperate you might do better to keep this thread for discussing your actual server setup and open a new thread in the web programming section asking about how to create a web page.

for know i cannot do much except mess around with the page itself so until i get a chance to go home i cannot do much in the way of the server.
