Default Cpanel

hey guys...some quick questions for you
Cpanel is the thing that controls my web space server

1. I dont really know how to use Cpanel though. Through the HTML Manager (Public Folder) how can I find out what each individul files url is so I can link it to my site. See I want to make files on my site "downloadable" but every url I try asks for the server pass and I'm not giving that out!

2. Is their any way I can configure a way so users can get to my file uploader and upload files to my server but make it so they cannot access any other part of the Cpanel?

Any help would be great cause my site is at a stand still until I can get this stuff worked out.
