having trouble finding good proxies

Hey, I'm having trouble finding decent public (high anonymity) proxies. Does such a thing really exist? I have searched all kinds of lists, and the ones I find reasonable have really high lag times for web browsing, even in countries close to the US (or even on US proxies). Does one extra hop (technically set of hops) like that make a huge difference in latency? Also are proxies like that even really secure? Or does the US government try to subpoena things in say, the Dominican Republic or in Angola or places randomly where proxies are to be found? Also, are proxy chains practical? Chain as in ME ---- proxy1 ---- proxy2 ---- proxy3 ---- SITE . I never ever find settings in any web browser that specify for a chain, are there command line tools in Linux or Windows to do that?

There are such proxies of course, just curious do you need it for legal purposes?
