dont know wut to do, please help

For a while now my computer has been sending me messages that say traffic from this IP address 91.212.226.5 has been blocked and below that it says HTTPS tidserv request 2 detected. When i search for it on google a lot of stuff comes up about this IP on how this happens a lot with this one. I've also had problems with my speakers it almost sounds like theres a person possibly a kid making wierd noises into them like they're mic is connected to my speakers. F'd up eh. please need some help or some advice on how to eliminate all this stuff i have antivirus but i guess its only doin half the job. Its Symantec and its just downloaded.
