Copy protection

Hi everyone I'm new to the forum and could do with a little help

I have a number of USB flash drives, what i need is to allow one user to be able to read wright delete add new files etc etc and disallow all other users from doing anything accept opening / viewing files.

So really I don't want any of the files to be able to be copied to any other device, modified or deleted by anyone accept one user.

can anyone advise me the best way of doing this?

Just Setp up an ftp server on home network and have files on pc and make username and pass and if u let the other person view they can still copy via saving it to there end or copying the text or whatvever
