I can't have my security camera running and my TV Tuner at the same time, what to do?

I bought a new computer yesterday, and thus had to buy a video capture card (ATI Wonder 650) that is compatible with Vista.

I have a $300 outdoor security camera that I plug into the capture cards...

I used speedtest.net. It is megabits that they are advertising. So to convert it all to the same unit. I am supposed to get "up to" 5120 kilobits, and I am only getting 2100 kilobits.

Is this acceptable, it will rarely get over 3000 kb/s for a few minutes at 3 in the morning. But it is usually 2000. But the provider advertises "up to 5 Mbps", and I'm getting less then half of...
