Default Visual Basic 2010 Programming Question??

I'm working on a little project but im puzzled. What im looking for is a code to keep my program in the back of all windows applications but still display on the desktop where ever you wish to display maybe the top right hand corner? or so on. The application of mine im coding is still of course a window its self. What code can I use to do this? and also am I able to make it where if they press a hotkey I have set it will activate even if there not focused into my program.
