Question Is it true?

I hear that if you program a bat file it's illegal to send to others. Is it true or a myth?

i doubt it.
as long as the code used isnt someone elses (copyright and all that) then it should be fine

or aslong as the file is exactly what it is ie a game and nothing bad etc

Absolutely not. A batch file isn't anything special. Set of instructions sent through command line.
