Default Is it possible to compile a program using a source code?

I downloaded this really small program a while ago. I also downloaded the source code, the download link was just below the link for the program.

the program is open source, and i wanted to change a few things, something simple like the icon [which is also inside the program]

the problem is, i don't know how to compile the source code to make the program.

looks to be written in C++, but if you couldn't tell that by looking at it how do you plan to edit the code at all? Just an honest question, you may want to start with something a little simpler. You'll need a C++ compiler for it.
