Mouse Jiggler source (C#)

Hello All!

I needed to make a quick mouse jiggler application, and I figured I could give it out as open source to help others as an example hopefully. So, I hope this is useful and I think i commented line by line to try to explain what the line did, but if you have a question ask below and I will answer... if Berry120 doesn't reply before I do
