its a start...i know people who worked for an agency...then got hired with the company...and are now supervisors and similiar positions.
It all depends on the individual and the company. Show them you are a good worker and that you have the companies best intent on success...and i'm sure they'd get you hired.
So yeah, its a good way to get into a company which would lead to a good position.
