Default Command Prompt Help! Blocked under Registry Editor!

Well my last post was with problems about my ignorant brother blocking command prompt on my home computer. I finally found out that he blocked it under a program called "Registry Editor" (Regedit on Run). I need to know how to find the file in this program to unblock it.

search for the RestrictRun key in the registry... you'll probably find the command.com on that... alternativly, it may have been blocked using the Local security policy, found in the administrative tools section of the control pannel.
