Which is the best program in general for making RPG games?

Just a general test to see which is the best one to use (many programs are complicated and so I don't want to waste my time learning a new program in case it is not worth learning)

Just a general observation, but whatever it is (I haven't dealt with any of those tools in detail) I'd advise against flash. Used to be a good choice but with HTML5 coming along and some companies / devices dropping support for it altogether, it's well on the way out...
