403 forbidden?

when ever I use internet explorer it says you are not authorized to view this page then it says http error 403 Forbidden it happend after I removed some spyware, why is this and how do i fix it

Did the ISP blocked the Gateway by any chance?

no don't think so I had just deleted a spy cookie turn off the computer and the next day it showed that error is there a place where I can download a new one
