Used computer, need advice on pricing

So I'm looking to get a secondary tower in my office and I came across this one in my local ads.

Amd athlon x2 5000+ black edition 1mb 2,8ghz
ATI RADEON x1950 pro 512mb gddr3 pci-express
OCZ reaper hpc edition pc2 6400 ddr2 2x1gb 800mhz total=2gb
ASUS m2n-e motherboard

hdd WESTERN DIGITAL 80go sata 2 8mb

How much do you think this is worth?

I did a research on the net and it came to like 685$ new (just for the tower).

He's asking 650$ CAD.
Of course, he's including Win XP Pro SP2, Norton antivirus and stuff like that... but I don't really count that into the price. He's also offering a few games with it (that I don't want): Bioshock, Frontlines Fuel of War, Rainbow Six Vegas 2, Star Wars Knights of Old Republic 2 and Assassins Creed.

I'm thinking of offering 500$ with games and 400$ with none.

I am new here but here is my opionion. The amd 5000 black edition is a nice
oc. I have one in my desktop. I like it a lot. OCing it to 3.1 and runs very
cool. It looks to me that it is a nice setup he is offering. ATI 1950 is a
decent card for video and low graphic games. At least a 600w power supply
is a must have for any desktop these days. I would not pay anything more
than $450 but it is worth at least $500. Just my thoughts.

Well thats a ok deal but only 80 gb hardrive thats not much i just got a new comp and im selling my dell inspiron it has 350 gb harddrive 2 gb 800 mhz ram a dell motherboard amd athlon DUAL CORE procesoor 4000+ and a 13 in 1 media card reader has 8 usb ports a dvd burner writer inter garted sound and the only flaw is the nvidia 6500 se video card but you said you dont play games so that might now be a big deal it comes with keyboard mouse i bought it new with monitr for 750 the monitor is 150 alone so ill sell for 500 maybe 450

For that PC,I'd take $550 with all the games and software.
